WITH reference to your letter of the 3rd February, I am directed by Mr. Secretary
Downing Street, April 19, 1913. Harcourt to transmit to you, to be laid before Secretary Sir Edward Grey, a copy of a despatch from the High Commissioner for South Africa, furnishing the information in respect of the South African territories required for the year 1912, in connection with the International Opium Convention.
2. Mr. Harcourt would be glad to be informed what reply should be returned to the High Commissioner's enquiry whether it will be necessary for the reports now furnished by him to be continued in future.

WITH reference to your Circular despatch of 16th May, 1912, and Sir R. Hart's
Cape Town, March 26, 1913. despatch of the 26th August, 1912, I have the honour to transmit to you copies of correspondence respecting the information required for the year 1912 in
nnection with the International Opium Convention.
2. In view of the fact that the convention has not been applied to the territories of Southern and Northern Rhodesia, and having regard to your despatch of the 25th January stating that you considered it unnecessary that the convention should be signed on behalf of the territories of Basutoland, the Bechuanaland Protectorate, and Swaziland, I shall be glad to learn whether it will be necessary for the reports now furnished by the Fligh Commissioner under article 21 of the convention to be continued in the future.

WITH reference to your Excellency's despatch of the 12th June, 1912, I
Mbabane, January 1, 1913. have the honour to state that there is no record of any opium or its derivatives, other than that contained in medicines, having been imported into Swaziland during the year ended 31st December, 1912, neither have any laws nor regulations on the subject been issued during that period,
